As far as bus routes are concerned, that would count as a distinctly different number. One operator in the West Midlands (Ludlows, now part of Diamond) had all their routes beginnning with 00, such as 002 and 007.
Held some Alternative Challenge records for a long time.
Doesn't any more.

More clarification needed. Are you talking about the route number, the bus fleetnumber or the depot duty number?
