Another way of looking at it is that a challenger would only open the second envelope if they didn't like the contents of the first envelope.
Therefore I think it's perfectly valid to have some sort of penalty for opening the envelope (maybe an extra station or two as has been suggested) to create a reason for NOT opening it.
