I think the definition is to visit stations served by TfL services/shown on the current Tube/Overground/DLR map.

Otherwise, as well as your examples, the NR stations at Paddington, Marylebone, Liverpool Street, Kentish town (Thameslink), Essex Road, London Bridge, South Bermondsey, Cannon Street, Blackfriars, Waterloo, Waterloo East, Charing Cross, Elephant & Castle, Loughborough Junction, Queenstown Road, Battersea Park and Victoria would have to be visited. Note that several of the termini would be impossible to visit under the 'doughnut' rules as the first station down the line is outside the Overground circle.

No: you may visit anything outside the Overground loop. That's why I haven't blanked out the lines themselves on the outside, whereas I have done inside.
