Maybe if HT could actully specify the exact rules.

EG. Can we use the same word as the person before us has used. Coz everything seems to have THE in it :)

Because he wants a career in politics - he can't be seen to be decisive, or that marks him as a certain kind of person. He needs room to get out of it and perform a U-turn.

Oh yes, from the Senna film. The actual quote was "The best decision is my decision. You haven't heard my decision yet, and my decision is a vote, drivers only". Near enough, I suppose.
