Clue: The photographer was stood on platforms 17/18 at London Waterloo this morning.

My best guess (no point in PMing this, really...): One of the trains is white and the other is blue.

That's about the only difference in them apart from length!!

I would explain what I think it is, but it's complicated, so I'll wait for Moley to publish it.

What you think is a missing third rail is a wooden "shroud" to protect staff working near the conductor rail. It's something a little less obvious if you don't know Waterloo.
