I would have said no because with 3rd rail, there are three rails. With 4th rail, there are 4. So it would be technically incorrect to label a/refer to a 4th rail system as 3rd rail. Thats my opinion though

Well, I'm not at a station directly served by the tube, so no fourth rail.

Although you could be (this is not a question btw!) at a station between Harrow & Wealdstone and Watford Jcn which while not served by the Tube, it does have fourth rail.
