That's a lamp post. In the 50's and 60's BR used to stencil the statiom name on the lamps. It wasn't a particularly great idea as they were usually quite small.

Ahem... Whoosh... I was getting at the intersting spelling of Harrow and Wealdstone more than anything...

I do beg your pardon, but at least you ignorance vis a vis 60's BR station signage is now addressed.
