I think there are two ways of approaching this one:
a) all stations are accessible from Baker Street with ONE change, so long as you wait for that train/service to become available (Chesham direct, Olympia etc)
b) you apply strict rules to this and say that these services MUST be running at all times, so that if you were to turn up at Baker Street at a random time of day, you would expect to be able to get to these stations in one change.
(By the way, Chesham is still reachable from BS with one change). I think King's Cross is a better starting place.
In light of (a) above, the question should be THIS:
Taking (a) into consideration, is there any station from which it is NOT possible to reach any other station with ONE change?
