Not sure, but it's probably something to do with declaring where you live for local taxation purposes. Our equivalent would be the council tax - for instance, if you lived in the
City of Westminster you could phone 0343 178 2743 with any queries.

It is one of a total of ninety built by Alco (which built seventy) and Lima (which built the remaining twenty, including 2755) between 1943 and 1947.
