I bet no one says Northern to Bank and then Waterloo and City ...

Victoria, cross platform to Bakerloo at Oxford Circus is probably best.

KCSP is served by six lines, while Waterloo is served by four, so the number of possible routes is likely to be at least 24.

Here's what I've come up with:

Victoria to Jubilee at Green Park
Victoria to Northern at Euston
Victoria to Northern at Warren Street
Victoria to Northern at Stockwell
Victoria to Bakerloo at Oxford Circus
Piccadilly to Jubilee at Green Park
Piccadilly to Northern at Leicester Square
Piccadilly to Bakerloo at Piccadilly Circus
Northern to Jubilee at London Bridge
Northern to Bakerloo at Elephant & Castle
Northern to Waterloo & City at Bank
Northern (BB) to Northern (CCB) at Euston
Northern (BB) to Northern (CCB) at Kennington
Northern (BB) to Northern (CCB) at Camden Town
H&C to Jubilee at West Ham
H&C to Jubilee at Baker Street
H&C to Bakerloo at Baker Street
H&C to Bakerloo at Paddington (if it is counted as one station)
Circle to Jubilee at Baker Street
Circle to Jubilee at Westminster
Circle to Northern at Embankment
Circle to Bakerloo at Baker Street
Circle to Bakerloo at Embankment
Metropolitan to Jubilee at Baker Street
Metropolitan to Jubilee at Swiss Cottage
Metropolitan to Jubilee at Wembley Park
Metropolitan to Bakerloo at Baker Street

That's 27. I haven't cross-checked it against all the ways already posted.

some slightly less sensible ones

FCC to Kentish Town, then Northern
FCC to London Bridge, then Jubilee
FCC to Elephant & Castle, then Bakerloo
SET to Stratford Intl, then Jubilee

for the really lazy people, just get on a NB Northern train to High Barnet and stay on it, it should then go back via CX to Waterloo.
