1990 is the clue, and the country is POLAND.

Neighbours in 1990 were:

East Germany - reunified back into Germany
Czechoslovakia - Divided into Czechia and Slovakia
USSR - Now Ukraine, Belarus, Lithuania and Russia (Kaliningrad)

Correct.
Full disclosure: I recently saw this on YouTube as a Final Jeopardy question on the US version of Jeopardy!

They both have different images on both sides of their respective flags.

Name a song that has been a track on the albums at number 1 and number 2 in the UK album chart of a week.

If you have any candidates, I should be able to confirm if they are correct.
I've found another, which is also pretty random.
In August 1985, when "Now That's What I Call Music 5" entered the charts at number one, it prevented "Like A Virgin" by Madonna reaching number one. After five weeks, they swapped places.
Now 5 included Jimmy Nail's version of "Love Don't Live Here Anymore", which Madonna also covered on "Like A Virgin".

28 March 1998, when Celine Dion's album "Let's Talk About Love" climbed back to number 1, the soundtrack of "Titanic" was number 2 - they both included "My Heart Will Go On".

Winner of the British Grand Prix
First to 100000 in the 2015+ Tumbleweed contest. Winner of a few rounds of a diverse range of quizzes/games. Some decent times in alternative challenges as a fiftysomething who merely walks briskly. Briefly led All The Actons.
