Look at the new plans from TFL about London Overground?
is it some kind of new rail network.

It's not really a new rail network, except for the Shoredich to Dalston connection and a few other links I think. These are the railway lines that are operated by Transport for London. They have - or are going to get - metro-like frequencies, staffed stations and will be better integrated with the underground.
The new tube map for 2010 looks very interesting.
