New York subway conundrum

I've seen a picture of this notice, which is at Broadway-Lafayette station on the New York Subway:

It says that owing to track replacement, D trains will run on the F track and serve F stops, and F trains will run on the D track and serve D stops.

So which track is being replaced then?

The D track at 7 Av. As a result the D trains can't use their usual route through Manhattan so are being diverted via the C line between Columbus Circle and West 4 St. However the C only connects to the F route to Coney Island and not the normal D route, so the D and F have to swap around in Brooklyn.
