Creation of a new rail route

How does this work?

Who would be responsible for it? I've been having a chat with the Twitter account of Greater Anglia about the possibility of them starting a route from Norwich to Stansted and they've suggested that the local council would be the people to go to. Is this the case?

I don't see what the local council would be able to do. It is the Department for Transport who decide the franchise specifications (how many trains are run and where) and the TOC just does what they are told.

There is already an hourly service to Stansted if you change at Ely and realistically I don't think there would be sufficient custom to justify a through service.

Im not sure,

Though didnt Hull Trains and Grand Central start up routes using existing track?

Only because they are open access operators as opposed to proper TOC's
