TOSA-run glossary thread?

I've seen "the TOSA" mentioned quite a bit but can't find a definition (including a search of the earliest occurrence).
How about starting a glossary thread (not sure which board it would go in) containing definitions for commonly used and funny/in-joke acronyms/words. It might even lead to a few good new ones being created.
P.S. What does TOSA mean and//or stand for?
