According to the BBC the official opening by the Queen was on 31st July 1987. Perhaps services commenced one month later?

Well I have it on good authority (from another Tube related forum) that the Queen did do the "Royal Opening" on 31st July 1987. The system was then completed for operations which commenced on 31st August 1987. Therefore being a royalist I reckon we should commemorate the 21st anniversary on 31st July 2008.
