On 20 April 1964 a power-cut, caused by a fire at Battersea Power Station, wiped out the first evening's scheduled programmes from Television Centre, and the only place that BBC-tv could transmit from was the newsroom at Alexandra Palace, which was unaffected. The newsreader Gerald Priestland was thus sent to read an emergency news bulletin, but the sound failed for the first couple of minutes and only broke in on the above-mentioned story. The launch was subsequently abandoned and the opening schedule was postponed to the following evening.

You're not far off. A different Neville Chamberlain was an army officer in India who named a new cue game 'snooker' after a nickname given to first-year cadets at Woolwich's Military Academy.

I'm intrigued by the use of the term circuit. I could understand something like grandstand, but circuit is surprising.

It's likely that at least one building on a street circuit somewhere is used as a polling station at other times of the year. So it could be Monte Carlo, Singapore, Baku... And if we include former circuits, Detroit, Phoenix, Barcelona...

I'm going to hazard a guess that it might be a former UK GP circuit (or part of an old one that is now built over), such as Goodwood or Aintree. After all, the words "Formula One" weren't mentioned, so it could be any circuit used for a motor race that was commonly referred to as a "Grand Prix".
