I'm not sure who that was directed at, I can't see where anyone said "time out". It normally refers to when Oyster cards exceed the time limit between touching in and out (this varies according to the stations involved).

I did say "time down" - by which I mean the time taken to do all the stations in the top left corner yp to and including N Harrow.

If you have a faster time starting from there then the answer's obviously "yes". :)
