I'm not too sure. Apparently there is some debate about the rules. It may been the case that they passed through many stations on expresses rather than on local trains.

Why is it that the Circle line is the most neglected of all the lines? Surely, as the centrepiece of London, it should be treated with care and affection by TfL. I was under the impression that because of the length of time that the loop has been closed the drivers route knowledge has lapsed, so trains will go around the loop without passengers for a few days. The closure is for new points and signalling to be put into the junction with the T5 branch.
